Two more people have been arrested related to a robbery at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in the Lambeth area for suspected theft and assault and a 23-year-old woman was detained on suspicion of conspiring to commit a robbery. They both are still being held, the force said.

The arrests follow a probe into an attack at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the incident, a pair of female travelers were robbed of their suitcases after getting out of a parking garage elevator.

A toddler aged three was one of the those hurt in the event. A total of five individuals went to hospital for treatment and have since been discharged.

Police arrested a 31-year-old man for suspected theft and assault close to the location. He was subsequently released under investigation while inquiries continue.

Authorities were called at about 8:10 in the morning GMT after reports came in regarding several people injured by an irritating chemical believed to be an irritant spray.

The assault - an event that police said was isolated and not being treated as an act of terror - caused delays to rail services and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
